Great article, so provocative; obviously there is no baseline agreement about what Democracy means, and if it should be thought of as a spectrum or a yes/no decision. And if it's a spectrum, how would we characterize the High Democracy end? Does it all come down to voting? Is voting even an inherent aspect of Democracy? What I like about the survey in your article is thinking about Democracy simply as people's perceptions about having their will reflected in political outcomes.
