Thank you for this, really sharpened my thinking. As the term 'metaverse' morphs into 'fediverse,' I believe your multi-tiered idea is a good way to think about governance in the non-physical world too.

At the moment, virtual worlds are gated, almost exclusively corporate, communities but this is changing. Open source open standards platforms will have to figure out governance on their own. and a multi-tiered model makes sense; maybe only 4 tiers, or 3. Thanks again.
